EXPERIENCE

Paul J. Jones joined the firm as an associate attorney in October of 2003. His practice focuses primarily on regulatory, contractual, and corporate law matters for regulated and unregulated electric and telephone utilities, including municipal, cooperative, and investor owned utilities. He has assisted and represented public utilities in all phases of the regulatory process before the Regulatory Commission of Alaska (RCA), including compliance with statutes, regulations, and RCA precedent; regulatory strategy; preparation of applications, tariff filings, and rate studies; adjudicatory litigation; and appellate practice. Mr. Jones as substantial experience with electric utility rate making, rate case preparation and litigation, certification and service area matters, power sales agreements, electric utility acquisition, hydropower licensing, utility loan documentation, petroleum production taxation, and competitive procurement of utility services. He has represented Alaska utilities in Federal Energy Regulatory Commission proceedings regarding Qualifying Facility status under PURPA; in Superior and Supreme Court appeals regarding joint use of electric transmission facilities; in Alaska Superior Court appeals regarding the competitive provision of local exchange telecommunications service and regarding electric utility rate proceedings; in Alaska Department of Revenue appeal proceedings regarding petroleum production tax credits; and before State and Federal Courts regarding the antitrust implications of fuel supplier mergers. Prior to joining the firm, Mr. Jones' experience includes four years in private practice, focusing on employment and commercial litigation, and five years as an Assistant Municipal Attorney in Anchorage.

Mr. Jones is admitted to practice before all state and federal courts in Alaska.

EDUCATION

Mr. Jones graduated from Brown University with a Bachelor of Arts Degree in 1985.  He received his Juris Doctor degree from the University of Oregon in 1994.  Mr. Jones was valedictorian of his law school class and served as managing editor of the Oregon Law Review.  He was admitted to the bar in Alaska in 1994.
