Prior to joining the firm, Ms. Payne worked for an energy policy-oriented non-profit in Minnesota, where she focused on transmission planning, renewable integration and governance issues at the Midcontinent Independent System Operator (MISO). She is licensed to practice law in Minnesota and Alaska.
While in law school, Ms. Payne worked as a research assistant, contributing to energy law publications and other projects. She also served as a law clerk for the Minnesota House of Representatives and for an environmental advocacy organization. Her work covered a wide variety of energy and utility topics including integrated resource planning, securitization legislation, and rural electric issues. In addition, she was a student director of the University of Minnesota Insurance Law Clinic, where she worked for low-income clients to resolve coverage disputes. She has volunteered as a pro bono debtors' rights lawyer and as an English teacher for adult learners.
Ms. Payne graduated summa cum laude from the University of Arizona in 2013 with a Bachelor of Science degree in Speech, Language and Hearing Sciences. She received her Juris Doctorate cum laude from the University of Minnesota Law School in 2020 and was awarded the Charles Nauen and Pati Jo Pofahl Environmental and Energy Law Student Award. During law school, she served as a media editor on the Minnesota Journal of Law, Science & Technology and as a board member of the Environmental and Energy Law Society.
