EXPERIENCE
Roger R. Kemppel’s area of practice
is exclusively that of public utility law with respect to electric
and telephone utilities. Mr. Kemppel has almost thirty years of
experience representing Alaska public utilities. He is thoroughly
conversant with the issues common to both urban and rural utility
law practice in Alaska. He has also been frequently called upon
to represent individual utilities or the utility industry in general
in Washington, D.C., in relations with the Alaskan congressional
delegation. Mr. Kemppel has an extensive background in negotiation
of contracts, Native land claims, environmental issues, easements
and rights-of-way, drafting of policies, utility litigation, Board
and Manager relations and advice, Power Cost Equalization issues,
service area disputes, fuel supply negotiation, utility financing,
and regulatory law. He has appeared before the Regulatory Commission
of Alaska on numerous occasions and has practiced before the Federal
Communications Commission and the Federal Energy Regulatory Commission.
He has practiced at all levels of Alaska state courts and has
successfully argued numerous cases before the Superior and the
Supreme Courts of the State of Alaska. He serves as general counsel
to Alaska Power Association, as well as several subsidiary organizations
associated with APA, and he serves as counsel to numerous cooperatives
within the state.
Prior to joining the firm in 1976, he was an Assistant City Attorney
with the City of Anchorage, predecessor of the Municipality of
Anchorage. He is admitted to practice before all state and federal
courts in Alaska.
EDUCATION
Roger Kemppel graduated from Ohio Wesleyan
University in 1964 with a Bachelor of Arts and graduated from
Ohio State University in 1970 with a Ph.D. in Physics. Mr. Kemppel
received his Juris Doctorate degree from the University of Denver
in 1974. Mr. Kemppel was admitted to the bar in Alaska in 1974.
